Multi-Bucket v12 SOBR creation Function

Happy holidays all! @JHoughes and I collaborated to create a script to handle 1-many bucket creation and then put them together into a SOBR for VBR v12 use. This won’t work with beta 3 sadly (it doesn’t support multi-bucket tiers in SOBR but will work as we get to release.
