We  are  unable to access the Veeam Backup Enterprise Manager Web UI, receiving a "localhost refused to connect" error. Initial troubleshooting steps included checking firewall rules and verifying if port 9443 was listening, but the service was not running. We identified that the Veeam Backup Enterprise Manager service was not present or visible on the server.

VBR ver is 12.3.2

localhost refused to connect.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

C:\Windows\system32>netsh advfirewall firewall add rule name="veeam.xy.com 9443" dir=in action=allow protocol=TCP localport=9443
Ok.

Veeam Backup Enterprise Manager' service does not appear in the services.msc. I just joined in the team and don’t know if previous engineer has done anything.

EM is local as per logs.

  • Integration] EnterpriseManager: { IsAddedToEM: True, IsEnterpriseManagerLocal: True } (timestamp 2026-04-15 22:36:05)

Please advise me how to get the enterprise manager back in action.

When you click start and click Veeam Configuration Database Settings, do you see connection settings for Veeam Enterprise Manager, or only Veeam Backup and Replication?

If you see Veeam Enterprise Manager, proceed through the wizard and see if it will reconnect. I’ve seen that sometimes start the required services.

The Veeam Enterprise Manager service should be there though, leading me to expect it got uninstalled somehow. I’d get the ISO file and re-install it, if necessary during the install, you can point it at the old database as well.

Thanks @Tommy O'Shea . I will check this suggested steps. Is there anyway we can know from logs or event logs , EM uninstalled date or any evidence it is missing ?

It might be possible, but it will depend on how far back your event logging goes. I think finding out when it happened is probably lower priority than getting it back up though.

The service not existing is pretty clear evidence it’s gone in my opinion. Luckily Veeam Enterprise Manager doesn’t usually take very long to re-setup, especially if the database is still around.

Check Add/Remove Programs and select VBR if you were going to uninstall it and if you see VEM then it is there.  If not it is not installed.  Another quick check.

There is no Veeam enterprise manager showing when using Veeam database connectivity , only VBR.

Now VBR is 12.3.2.4465 patch , but if we go for VBEM install which one to use 12.3.2_20250611 or 12.3..4465 patch ?

Use the full ISO to install VEM.  The patch is to patch what is already there.

Thanks , so we need to select existing VBR database for install correct ?

If you are installing VEM then it will use a different database from VBR - VeeamReporting I believe is the name (could be slightly different).  Then you add the VBR server to VEM in the Web UI under the Configuration section.
