If you do have the issue you’ve described in your post, please provide screenshots/log outputs that evidence your issue, that would be useful.

It follows the system Region/Locale settings. Search “Region” in the Windows Search and you can adjust the time format there.

This is the answer.  If you change the region settings or customize them it changes this format.

I agree, as this is different from the clock settings, which is why he is concerned as shown in his screenshot! 

​@Iams3le, the display is not always reliable. Windows sets a lot of these items per user and has other hidden options that allow for the display to be different than what is shown on the screen. A Support Case would help here as it can be seen at the start of many logs on the VBR server what locale the process is using.
