I dealt with this issue on a server refusing to upgrade from 12.2 to 12.3, My resolution was to make a config backup, stop all veeam services, Uninstall PostgreSQL, Uninstall VBR and any left over apps not removed by uninstaller, then reinstall with the 12.3 ISO and restore config.

once you are in this state there is no other way out just to install to clean windows. ask me how i know.

veeam backup and recovery became a cancer for windows. once you get a failed setup it is tremendous work to clear up the registry as it registers a ton of records and still it will fail on the next install attempt providing bunch of log files not useful to anyone

veeam does not provide a cleanup script because they just do not know what it does when it installs

you choose to install on D: drive yet the database goes to c:\program files\postgresql because they do not know better
