I want one Tape full backup per month, do I need to configure the Media Pool for Incremental Backups?

You may want to configure a GFS pool for that.
no, i have monthly media pools and yearly media pools
Ok so you don't have to configure incrementals if you don't want then it sends a full on schedule.
