Are you doing the backup & backup copy on your main site VBR server? Your 2nd VBR server doesn't need a license to receive the backup or backup copy data. If you need to use your DR side server in the event your main site server is down, you could use the license then, but I'd say you still don't need to because if memory serves the Community Edition of VBR (which is VBR running with no license) has a 10 VUL limit.

Yep, then you should be fine. No need to have a license on the DR server. Licenses are only for backing up data; not for restores, as noted in the blue not section here.

Do you have a VBR server on your DR side? If so, to have Community Edition, just don’t install a license. That makes VBR a Community Edition.

Yes, to help with Replication speed across your WAN, you should have a Backup Proxy on both your source (main site) and target (DR site). I recommend reading up on Replication from the User Guide here.

By default, when you install VBR, the Proxy & Repository roles get installed as well. You can use VBR as your Proxy if you want. 

Best practice is to just run your VBR server at the DR site to backup your main site.  If you want to manage more than one VBR server it’s a good opportunity to install Enterprise Manager. 

Using the same license on multiple servers is not allowed.

Proxies and repositories at each site won’t take up a license. Export your Veeam config backups and if you ever need to restore at either site, just stack up a new server and import the config.  You don’t need to run 2 VBR servers in the environment.

This is allowed, but all backup server must be managed by a single Enterprise Manager. The Enterprise Manager takes care of license management in such a scenario.

OP was using 2 separate Veeam servers in different environments. 

My second sentance in my comment was “  If you want to manage more than one VBR server it’s a good opportunity to install Enterprise Manager”.

Using Enterprise manager is not the  same as Installing the license on 2 servers. You still install the license one time on Enterprise manager which is managing both servers. 

We both are saying the same thing sort of. But I think what OP was asking, is could he take the same license, and install it in 2 places not using Enterprise Manager.
