Was the DB for the Enterprise Manager server self hosted or on another server? If it was on another server you should simply be able to create a new installation on a new server, then point it at the old DB.

DB of Enterprise manager is only cloned (not fully) from DB of VBR.

Veeam installation will install Veeam Configuration database tool, over which you are able to set, which instance should be used. So after that replication of DB will start. Unfortunately configuration stuff you will need to set from scratch like users and roles, ….
