We have used NAS device to create a backup folder with Commvault. Can we upload the backup from NAS to Cloud? We are using Community Edition 10

I’d like a bit more information. It seems you have a folder on the NAS that contains backups using Commvault? You then want to use the Community Edition of Veeam to backup to the cloud?
You can back up NAS with CE but all will depend on the size of the backup folder. You can only back up so much data.

For that much data, you will need to be licensed. 0-499GB does not count towards a license. However, anything above and you need the appropriate licensing.

Community edition provides 10 licenses. With them you could protect up to 5 TB of NAS data if no other workloads are protected.
—> 10 licenses * 500GB NAS Data = 5TB protected data
One Organization cannot use multiple Community Editions or mix Community Edition with commercial licenses.
Now the question what you mean with cloud.
Cloud = Object Storage
Community Edition does not support writing backups to Object Storage. A VUL license must be used for that.
Cloud = Veeam Cloud Connect
NAS backups do not support Veeam Cloud Connect as a repository. This option will not work.

So it look like even if we purchase Veeam license we cannot use NAS device for Cloud backup.

This won’t give you what you’re after. Commvault has its own native equivalent backups to cloud storage, you should use the supported cloud vendors for Commvault to protect Commvault data.
As this is the community forum for Veeam you won’t find much Commvault knowledge or discussions here, I suggest you ask in their community forums instead.
Im sure it’s technically possible to backup the files into cloud storage via Veeam but you’d need to license Veeam to leverage cloud storage and there wouldn’t be a supported process to restore the data into Commvault
