I had the same problem the other day. If I remember right, the encryption policy is even available when you do not use it at all.

We have facing the same issue. The articles show an unencrypted work around. We have compliances to maintain so that is not an option in our case. Both the working vms and affected vms share same encryption, no tpm enabled,same hosts, same vcenter ,same datastore. Any other solution ? Please advise

Nothing outside the article unless you contact support. Not sure if this is same with 12.1 since this was two years ago.
