The question is concerned about site loss, not cloud loss.  Wouldn’t having a server in the cloud remain completely unaffected by a site loss and, because it already knows about the infrastructure and backups in both sites, it would be an easy process to restore to the other site.  Much more streamlined than having to mount and restore the backups to the Veeam server in the remaining site, so I would say Option 3.
