The video does explain all of the necessary steps, which is far better than the official documentation provided on how to set this thing up and I agree it is complicated.
From my experience, script never finishes successfully even with using Global Administrator. The first logon on Restore portal is crucial in order to get the Enterprise App on Tenant’s side. After that which is a missing part in the video is where you need to explicitly grant permissions through the Azure portal on the Enterprise App in App permissions once again. Accepting them from the Restore Portal when prompted with permission requested as shown in video, apparently is not enough.
