This has something to do with the screen resolution; I also have the same problem on my mobile.
If you turn your phone to landscape mode you'll see the missing icons.

Could it be browser based? Which mobile browser are you using?
@haslundok, the browser has some influence...
I am using Firefox. With Chrome there are some functions more present (bold, italic, underline), but no emoticons.
Perhaps there is a possibility to get them available in all browsers?
Did you try to use the emoticons from your smart-phone keyboard?

Hm ok, at least on my Note 10 withe Firefox the landscape mode helped.

Emoticons from the smart phone keyboard are a wordaround.
But the text styles (code, etc.) are not available on my phone….

I agree with @vNote42 on using emoticons via keyboard, as they will be converted to the community style emoticons anyways.
View also depends on browser, as mentioned @haslund. For instance, I am using Safari and can see all icons (in landscape mode). I will check with the team how this view differs from browser to browser.
