I didn’t find configuration backup and restore in VBM like VBR, what is the best approach to do it? both backup and restore the entire server, and install it from scratch?

Are you talking about Veeam for MS365?
At this time, there is no way to export the configuration of Veeam Backup for Microsoft 365.
You can used this KB to migrate a Veeam for MS365 to a new server:

- If your backups are on block storage, this is a method that works for changing repository location on the same VBM365 server or migrating data to a new VB365 server (i.e. also for offloading repository data for a customer) without having to stop services. This allows you to move one backup at a time without affecting the other jobs.
- Remove Backup Jobs from your VB365. Remember to capture all settings as these jobs will have to be recreated.
- Remove Backup Repository from your VB365.
- Copy/Move the files to the new location.
- If migrating to new server, add the same organization on the new VB365 server
- (Re)create Backup Repository pointing to new location. It will pick up the settings from the repository.
- (Re)create the backup jobs pointing to the new repository.
- If your backups are on object storage,
