You should check the SQL Server install logs located:
%programfiles%\Microsoft SQL Server\<version>\Setup Bootstrap\Log
It’s likely going to be a missing or conflicting dependency, is this a newly provisioned server or a reconfiguration?
I’d also check the Veeam install logs as they’re generally pretty good, though with the problem being a dependency it might not get the full stack error message returned. These are available at:
“C:\Programdata\veeam” by default
