Yes you can use Veeam. Check this link - https://www.veeam.com/blog/how-to-backup-oracle-database-best-practices.html
You can do this on two diferent ways.
First One - Backup VM with Veeam Agent
I presume that your VMs running on OCI are Linux and Windows. So you can protect them using Veeam Windows Agent and Veeam Linux Agent respectvly.
Second One - Your servers are running Oracle databases and you can protect only the database environment. Sou you can use Veeam Plugin for Oracle RMAN.
In both scenarios you will need Veeam Backup & Replication server in another Windows server instance.
You need to consider if you want to protect the OS, database or both.
With Veeam Linux Agent you can protect both. The OS of the server and the database through the application aware configuration.
