C is the right one.
As said in manual “If you do not have a package installed, upgrade will install it.”

A) Let me be the outlier here. Technically, both can do the job. But remember the question says to install. The upgrade command will only install when the package is not previously installed.

c) Is the correct answer. By default upgrade will install a package if it's not installed. This can be disabled with the feature skipPackageUpgradesWhenNotInstalled
