Network throttling is not used in every environment. Mostly in connection with branch offices. Here it is essential to not overload the connection to the head quarter. To throttle network before, you had to configure source and destination network and time windows to limit bandwidth for backup traffic.
With v12 there are new features:
Yes, really liking this granular throttling window they have now in v12. It gives you so many options and more control over things. Definitely a +1 in my book.

This is very handy, I can saturate our 10 gig pipe with Veeam quite easy on the copy jobs.
This is a HUGE improvement and I’m glad to see it. The old throttling was just okay at best. Great work!
